The recent resurge of public diplomacy, a mean to increase a country’s soft power, is’ a response to the changes in the contemporary international environment culminated in term globalization. A middle power is usually entitled to a country with both the internationalism idea and “iddle” sized national strength. Public diplomacy is an exchange of both interests and values, and, at the same time, a communication for understanding, trust-building, and goodwill with overseas actors. Public diplomacy has a utilitarian character: it, as a preventive diplomatic measure, can promote
stability and prosperity in prisoners' dilemma game-like international relations.
