The United Nations Security Council has imposed sanctions against North Korea since 2006 in response to the North's nuclear tests. However, recently there have been serious doubts on the efficacy of the UN sanctions as Pyongyang carried out the third nuclear test in February 2013. This article analyzes the achievements and failures of the UN resolutions imposed on North Korea, and discusses whether the UN has become the most crucial actor in the 21st century's global non-proliferation governance.
