English Abstract

While the U.S. emphasizes multilateral cooperation and unity among its democratic allies, China criticizes the U.S. "selective multilateralism" and focuses on existing multilateral frameworks such as the U.N.  Other nations encounter a choice dilemma between the U.S. and China, and the confrontation continues to intensify. For countries with high geopolitical risks like South Korea, multilateral cooperation is essential for survival. In particular, by actively utilizing the newly established the ‘Emerging Security Committee’ of public-parvate cooperation, the new government should identify non-traditional security issues and devise multilateral security cooperatiion measure, which will in turn meet the new government's aim of becoming a global centered country.
