Lessons from Japan's "Motiveless Crime": Disaster and Safety Studies in the Post-COVID-19 Era

We are currently in the middle of a "disaster coexistence society" called the "With Corona System" and are always facing a new pattern of terrorism. In the face of growing interest in the human security agenda, it has experienced the "8.3 Bundang (Seohyeon Station) Questionable Terror" that occurred after the declaration of the end of COVID-19, and preventing and managing the recurrence of terrorism is emerging as an important task. Accordingly, by examining the cause and change of occurrence, focusing on the case of Japanese unsolicited terrorism, related policy suggestions are aimed at the problem consciousness and purpose of this paper. First of all, it identifies the nature of terrorism, which is defined as a "new style created by social and cultural conflicts," and proposes Korean-style tasks based on the lessons of Japan according to the environmental changes faced by society. Above all, Japan's related discussions and policy tasks, which have been taking measures against "Don't Ask Terrorism" from the perspective of "the dignity of life," which has been drawing attention for the longest time in human history, have great implications for Korea.
