Europe has consistently been active in establishing global governance to respond to climate change and continued its policy efforts at the regional level based on a firm consensus on the seriousness of climate change. However, East Asia shows no unified efforts at the regional level and has a tendency to respond to climate change. While Europe acts as a regional basis, East Asian countries tend to approach energy policies from a more security level due to its high proportion of manufacturing industry. However, as Europe is leading the global trend to respond to climate changes at the regional level, East Asian countries also require to seek regional cooperation or countermeasures rather than individual processes.
