Yoon Seok-yeol's Administration's Cyber Security Policy Agenda: Korea's Psychological Warfare on Cyberspace Strategy from the Perspective of the Ukraine-Russia War

English Abstract


The Ukraine-Russia war, which began with the Russian invasion, has continued, and fierce psychological warfare on cyberspace between the two has intensified. Their propaganda campaign aimed at creating sympathetic public opinion by exposing criminal behavior and atrocities on the battlefield attracted much attention. Ukraine has successful created a narrative that this is an epic war between "good and evil". This success helped Ukraine to secure much needed support and assistant from the international community. This enabled successful resistance against the Russian aggression. South Korea has been resistant to the idea of reinforcing capability to conduct psychological warfare as the left-wing government promoted pro-North Korea policies. As a result, the functions and responsibilities of the National Intelligence Service, which carried a primary role in conducting psychological warfare, have diminished. Conversely, North Korea and countries like, China, have been freed to use whatever means available to conduct psychological warfare against South Korea. This proved to be both effective and devastating. A new set of measures need to be adopted by South Korea to remedy this severe imbalance
