English Abstract

Science and technology have emerged as a major element of geopolitics, and they have become the most important diplomatic asset that constitutes South Korea's political and economic status. Science and technology innovation policies should be established in which economic costs and foreign affairs and security perspectives are more integrated throughout the process of production, innovation and transaction of technology products. In addition, a major national grand strategy that combines science and technology innovation and foreign affairs and security should be prepared in a situation of creative instability where new technologies such as artificial intelligence emerge and the U.S.-China hegemonic rivalry continues. Investment in science and technology and system development should be carried out to support the strategy. It is imperative to seek governance that can lead cooperation and coordination among ministries on issues that spans multiple ministries, such as economic security and science and technology diplomacy.
