In the 21st century, South Korea's foreign affairs and national security faces multiple challenges. Fundamental structural changes are underway on a global level and in Northeast Asia including the Korean Peninsula. The coming 10 to 20 years will be a very important period in determining the fate of South Korea. While, the North Korean issue persists on its borders, impending changes in the world order demand profound self-examination and response from our national strategy. The complex realities surrounding the security of the Korean Peninsula are being shaped by modernism and postmodernism; applied both on the Peninsula and the global level. Naturally, our national strategy needs to be based on a comprehensive response and multi-dimensional thinking. This book examines such changes and perceptions in our national strategy.
This book is composed of three sections. Section one focuses on the changing world order. The central theme of the discussion utilizes structural changes in the international political order, in explaining why the present period is a time of change. The aforementioned change refers to structural changes on the operation and principle actors of the international political order. Specifically, the changes focus on exercising authority, diversity in the types of authority and agents exercising it, while attention is given to the comprehensive network system encompassing the people and the state in the formation of international order. Special attention was given to the discussion relating to the rise of China and the changing status of the US.
The second section deals with the changes in South Korea's security environment in the fast changing international situation. This section covers important issues regarding the changing circumstances of the Korean Peninsula, South Korea's alliance strategy, changes in inter-Korean relations and Northeast Asia. First, peninsula-wide changes focus on the effect of third generation hereditary rule on North Korea's systematic importance of the Military First policy and the supreme leader, on the difficulty and delay of denuclearization, its impoverished economy, and assesses the long-term future of inter-Korean relations. The book then moves on to analyse changes in the structure and functions of the ROK-US alliance and the pending issues that will shape the course of the alliance. Further analysis details the strategic policies on the Korean Peninsula by the US, China, Japan, Russia and other important nations.
The third section covers concerns about the direction of South Korea's national strategy. What philosophy and strategy will South Korea adopt to meet the changes in the twenty-first century international order? Despite being classified as a great power and one of the top ten economic powerhouses of the world, Korea lags behind when compared to its regional neighbors. In the 21st century situation, to ensure survival, South Korea must rely on the notion of great power diplomacy, bridging diplomacy, creating an attractive country, development based on information, and strive towards further campaigns for a more Global Korea. South Korea must adopt a national strategy that will lead to the creation and expansion of complex networks, a type of soft balancing to help brand South Korea as an attractive nation. This book recommends that South Korea utilize complex and soft power diplomacy while continuing its efforts in information networking diplomacy as a national strategy.
