The military reform that the big powers are pursuing is aligned to focus on restructuring the army and strengthening the naval/air forces and missile power, causing voices to rise in demand of naval and air forces in Korea. Regardless of worldly trends or rising voices, in fact, the army should not be undervalued. With this in mind, the Sejong Institute has published, “The Reform of Korean Ground Forces for the Future NCW.” This study is composed of three sections divided into six chapters. Part 1 (Chapters 1 and 2) reiterates why it is crucial to expand military power in Korea according to the changing strategic environments of neighboring countries, North Korean threats and other potential threats from neighboring countries. Furthermore, the book emphasizes why the build-up of ground forces should be prioritized over all military power. Part 2 (Chapters 3 and 4) then suggests the future role and features of the army, establishing the absolute necessity of the National Defense Reform 2020, which reflects the reduction of ground troops to secure high-tech military strength, and the army capacity to prepare and execute ground warfare in the future operational environment of the Network-Centric Warfare (NCW). Part 3 (Chapters 5 and 6) presents and categorizes by function, which skills are required by the ground forces, and what kinds of strategic power must be secured in order to achieve them.
