During October 2-4, 2007, the 2nd Inter-Korean Summit was held in Pyongyang, receiving 

the world’s utmost attention. The Sejong Institute has since, held the 17th Sejong 

National Strategy Forum on October 17, 2007, discussing ‘The Resolution to the North 

Korean Nuclear Issue and the Peace Regime in the Korean Peninsula’ in preparation to 

the discussions of peace regime construction soon to take a more active position. This 

volume contains supplemented essays presented at the Forum, composed of three sections 

and ten chapters. The first section attempts to draw lessons of international non-

proliferation by examining cases of countries applicable to North Korea, such as the 

Soviet Union, Libya, South Africa, and India. Belarus, Ukraine, and Kazakhstan, as well 

as the aforementioned countries except India, are cases of successful denuclearization. 

Meanwhile, the non-proliferation attempts of India, Pakistan, and North Korea have not 

been successful. The India-U.S. Nuclear Energy Cooperation in particular, which has 

recently been signed, is a meaningful exception to the international non-proliferation 

organization that darkens the future of the non-proliferation regime. The second part 

deals with the denuclearization of the Korean Peninsula. It introduces the strategies 

and challenges for the denuclearization of North Korea, the inspection and verification 

strategy as one of the core requirements to denuclearization, and the countermeasure 

using a focused pressure on North Korea based on cooperative methods that decrease 

threat. Lastly, the third section discusses the active construction of a peace regime 

after nuclear issues are resolved. It also mentions issues of the Korea-U.S. alliance 

and the U.N. military headquarters that may develop with the progress of the peace 

regime in the Korean Peninsula. The plan of building a peace regime has received much 

domestic and international interest after the inter-Korean Summit at the 2nd Summit 

talks discussed holding the quadrilateral summit talks to put an end to the Korean War. 

However, as the history of discussions portrays, building a peace regime in the Korean 

Peninsula will not be achieved in a short period of time. Also, this peace regime is not 

only an issue for North and South Korea but is also an issue that directly relates to 

the dissolution of the Northeast Asian Cold War; so therefore it is a plan that asks for 

an international cooperation. For these reasons, the construction of a peace regime in 

the Korean peninsula is an important issue that will determine the future of the Korean 

people, which needs the cooperation and support of domestic and international government 

parties, both conservative and progressive.
