This book is published as a part of the 2009 Sejong Institute's mid-term and long-term joint policy research project. We understood that it will be difficult to establish viable and constructive national strategy if we concentrate only on our own situation disregarding the policies of surrounding four major powers. Korea is now becoming an important member in the international community, our diplomatic horizon is broadened, and our influence is reaching all developing countries in the world. Nevertheless, we cannot deny that our four neighbors surrounding the Korean peninsula have geopolitical, historical, and cultural interrelations with Korea affecting our national security and prosperity. But the research effort of our academic society to understand and evaluate their policies and policymaking process is considered insufficient. Therefore, four experts conducted research on diplomatic penchants and policymaking process of the US, China, Japan, and Russia. The research was designed to understand for what purpose and from what perspective they are establishing the Korea policy. Professor Song-ho Yim of Kyeonghee University conducted the research on the US, Professor Chae-chul Kim of Catholic University on China, Dr. Myon-woo Lee of the Sejong Institute on Japan, and Dr. Eun-sook Chung of the Sejong Institute on Russia. Each research covered the development of diplomatic policymaking process, policy propensity toward the Korean peninsula and major players, and our countermeasures. It is hoped that this book will entail further research for better understanding of the Korea policy of our four neighboring countries.
