Even if there are to be a regime change in North Korea in the future, this research was done
under the premise that by the year 2020 North Korea continues to exist and reunification does
not take place. Under this very premise, it aims to suggest specific directions for (1) realizing
the Korean Commonwealth, which is South Korean government’s second stage of reunification,
(2) establishing economic and socio-cultural communities, (3) building a peace regime, and (4) pursuing
reunification. In particular, this research suggests short-, mid- and long-term goals of North Korea and
reunification strategies classified into three periods (2006-2010, 2011-2015 and 2016-2020) until 2020.
Hence, policymakers and experts can utilize this research when deciding policy priorities.
