As many existing studies have been done on policy measures for Korean unification and foreign policy strategy toward the four countries neighboring the Korean Peninsula assisting Korea’s unification diplomacy, this study intends to analyze and formulate South Korea’s preparations for unification and policy on Korean unification and unification diplomacy from the multilayered complex diplomacy point of view centered around policies on four neighboring countries including the projection of inter-Korean relations and the possibility of Korean unification, reflecting the changing international political circumstances. By postulating the feasible Korean unification scenarios, including long-term peaceful unification, contingency in North Korea, and armed struggle between the two Koreas and also encompassing the preconditions such as North Korea’s possession and denunciation of nuclear weapons, the study intends to discuss and contemplate on a national strategy that South Korea leaders with the four neighbors on unification diplomacy.

Analyzing the existing unification diplomacy comprehensively and considering the national interests, benefits from unification, and policy on Korean Peninsula of the four neighboring countries – the U.S., China, Japan, and Russia, this research maps out the projection of the Seoul-led unification diplomacy strategy from the perspective of multilayered complex diplomacy. Besides, with the association of national security and economy in mind, it analyzes cooperation diplomacy strategy on four neighboring countries in Northeast Asia for Korean unification and draws out unification diplomacy strategy on the premise of change in Northeast Asian political landscape from the bilateral and multilateral point of view. In the preface, it briefly ponders South Korea’s unification policy and diplomacy, and the main chapters discuss the tasks and outlook for unification diplomacy toward the neighboring powers, the U.S., China, Japan, and Russia, and unification policy.
