Northeast Asia Triangular Cooperation: Korea-US-China and Korea-China-Japan

This book is to study the possibility and implementation framework of Northeast Asia security and economic cooperation between Korea-US-China and between Korea-China-Japan. If triangular cooperation is possible between Korea, the US, and China, we come to ask what options would be viable. We also ask how we will cooperate if Korea, China, and Japan pursue economic cooperation through routinizting the three-country summit. The basic hypothesis of this study is that the successful regioanl multilateral cooperation will take time. Therefore, we believe that the near-term triangular cooperation will be more practical. We can think of different forms of triangular relations for the regional security such as US-China-Japan, Korea-US-Japan, Korea-China-Japan, and Korea-US-China, but this study concentrates on Korea-US-China and Korea-China-Japan relations because the Korea-US-China relationship is necessary for the regional security surrounding the Korean peninsula and the Korea-China-Japan relationship is important for Northeast Asia economic cooperation.
The first part of this book deals with security cooperation and the second part deals with economic cooperation. In the Korea-US-China cooperation for regional security, this book analyzes the main objectives of the US and China. The second part of this book analyzes China's perspective of the Korea-China-Japan FTA and Japan's East Asia Community initiative for economic cooperation.
In the First Chapter, the author emphasized the importance of the US-China dialogue and security cooperation from Korea's strategic point of view, but there are many problems to overcome before it is realized. Therefore, it is important as an interim option to establish a small scale multilateral regional cooperation system. This chapter suggests China's position for successful regional cooperation. China is interested in the triangular dialogue, but prefers nonofficial to official channel and the US on the other hand is very active toward the dialogue, but prefers 1.5 track. In this 1.5 strategy, the US is trying to handle such issues as North Korea's denuclearization, peace settlement on the Korean peninsula, regional stability, North Korean refugees, and eventual unification of Korea on the basis of possible solution first.
In the Second Chapter, the author tried to analyze the necessity and solution possibility of the trilateral cooperation from the strategic point of view of the US. In the short run, the US recognizes the usefulness of the Six-Party Talks but it has to find an alternative if necessary. When the US and China become more cooperative in the long run, the triangular cooperation between the US, China, and Japan will become much more easier. In this case, they may override Korea's position, but it can be recovered by the comprehensive strategy of the US.
In the Third Chapter, the author tried to analyze the FTA issue from China's strategic point of view, particularly the positive and negative factors in the macroeconomic spectrum.
In the Fourth Chapter, the author tried to analyze Japan's perspective of the Korea-China-Japan trilateral economic cooperation. The US may be taken as an obstacle to the Korea-China-Japan FTA in view of the Obama administration's diplomatic policy or East Asia strategy. However, if Korea could actively pursues political and economic cooperation with China and Japan routinizing the three country summit while maintaining strong alliance with the US, it will greatly contribute to the Northeast Asia regional security and stability. The author also presented workable suggestions for the three countries how to behave to induce the US leadership in their regional cooperation.
Finally, this book indicates the limitations in the possibility of trilateral political and economic cooperation as a regional security framework. It was necessary to compare the security policy between the US and China and analyze the economic interests of China and Japan. The security alliance and economic cooperation with the US are two different issues,likewise China may also take different positions depending on issues.
