Public Diplomacy to Build New Korea-Japan Relations

     This book is the result of joint research conducted to present a new direction for Korea's public diplomacy with Japan. The draft of the contents of the book  was prepared on the occasion of the Ministry of Foreign Affairs policy service assignment of 2021 "Possibility of revitalizing public diplomacy with Japan within this year based on the Two-Track policy stance." The research team conducted a survey to confirm Korea's public diplomacy with Japan under environmental restrictions caused by Covid-19, and this book examines the challenges and prospects of public diplomacy with Japan, focusing on the Korean wave and Anti-Korean sentiment in Japan.

 

     The research team sought to analyze the impact of Korea-Japan relations based on the changes in public diplomacy with Japan. First of all, the basic concepts and problem consciousness of public diplomacy were summarized and the limitations of public diplomacy to Japan were reviewed. Subsequently, the current status of public diplomacy between Korea and Japan centered on cultural content was analyzed, and differences in perceptions by generation were analyzed. In particular, the characteristic of this research is that it presents the need for Korea-Japan relations and public diplomacy from the perspective of the younger generations.

 

     It also reviews the anti-Korean nature that interrupts Korea-Japan relations. Since the 2000s, Anti-Korean sentiment has not only affected Korea-Japan relations but also can be expanded to cause deep-rooted conflicts toward history and nationalism. Accordingly, this book identified the current status of Anti-Korean sentiment and suggested ways to create a virtuous cycle of Anti-Korea sentiment and mutual positive impression as a countermeasure. As an overseas case, the concept and role of Japan's public diplomacy were also reviewed to present the direction of Korea's public diplomacy toward Japan. 

 

     I hope this book will help us to explore public diplomacy in Japan considering the culture, generation, and gender. In the future, the Sejong Institute will continue to contribute to cooperation between Korea and Japan by publishing general books that resolve conflicts between Korea and Japan and present policy suggestions. resolves conflicts between Korea and Japan and presents policy suggestions.​
