At the 5th Visiting Fellow Seminar held in the Sejong Institute Conference Room on February 12, 2010, professor Do-hyeong Kim indicated that 2010 is the first year for the DPJ administration in Japan after its inauguration to execute the national budget, but it may have to adjust the budget allocation. Professor Kim described overall economic situation in Japan including enormous debts of the central and local governments and pointed out the possibilities and limitations in the implementation of the six major growth projects the DPJ is pushing. Professor Kim exchanged opinions with the participants on the following issues: The reason for economic downturn in Japan, interactions between the growth-oriented economy and the distribution-oriented economy, and Japan's Asia Official Development Assistance policy.
