Narrative:

The general public in the ROK wants to postpone the transition of wartime operational control (OPCON) slated for 2012. But, there are different views of national security between the US and the ROK. The US asks the ROK to build up "self-reliance" posture and says the OPCON transition is inevitable. 

The ROK Defense Reform Plan (DRP) 2020 is designed for improvement of "self-reliance" increasing personnel strength and acquiring new equipment. But, the DRP 2020 budget cut has slashed the self-reliance improvement plan. 

In order to narrow down the opinion difference between the two countries, it is necessary to renegotiate on the following issues. The ROK government must increase the DRP 2020 budget to offset the military gap between the North and the South and frustrate North Korea's provocations. It is necessary for the ROK government to prepare for the collapse of North Korea. If the ROK government demonstrates earnest action to improve self-reliant defense posture, the delay of OPCON transition may be considered by the US government.
